《中华人民共和国反洗钱法》实施以来，基层人民银行反洗钱监督管理职责逐渐加强，有效地打击和防范了洗钱犯罪活动。但随着被监管机构的增加以及业务范围的不断拓宽，基层人民银行反洗钱监管工作的开展还面临一些问题，需要改进和进一步完善。
当前基层人民银行反洗钱监管面临的问题
(一反洗钱监管相关配套制度不完善。《金融机构反洗钱规定》等一系列反洗钱相关制度、办法的建立，为开展反洗钱工作提供了重要的法律依据和制度规范。但随着经济快速发展和金融业务的不断创新，一些反洗钱监管配套制度显得不够完善。
(二反洗钱监管信息共享机制不健全。在人民银行内部，反洗钱调查往往需要查询人民币账户管理系统中单位和个人在商业银行的开户情况、征信管理系统中的贷款信用情况、国际收支申报系统中企业和个人的外汇收付情况以及个人结售汇系统中境内居民的购汇结汇情况等，但这些系统在人民银行内部分属不同部门管理，系统之间不能互联，要查询相关数据只能进入不同的系统中，并且需要一定条件和程序才能办理，致使人力资源和信息资源不能有效利用，降低了工作效率，不利于反洗钱工作的有效开展。
(三基层人民银行反洗钱力量薄弱。《反洗钱法》实施以来，对金融业反洗钱的要求越来越高，与急剧扩大的监管对象相比，基层人民银行反洗钱监管力量明显不足。目前，人民银行地市中心支行反洗钱设在会计财务部门，县支行没有专门的机构，归口其他部门管理，工作人员都是专岗兼职，人员队伍力量薄弱，与日益繁重的反洗钱工作不相称，难以满足反洗钱工作的需要。
改进和完善反洗钱监管工作的思考
(一修订和完善反洗钱工作有关法规。应从开展反洗钱工作的需要出发，尽快修订和完善《现金管理暂行条例》及其《实施细则》。应当将通过现金管理预防和遏制犯罪活动列入其立法目标，并制定相关的管理办法。同时，针对电子银行特点，完善电子银行业务反洗钱监管办法，采取措施严格识别客户身份，把好客户准入关;其次，加强系统建设，依靠科技手段对电子银行大额和可疑交易进行判别和监控;再次，制定电子银行业务交易记录保存制度及大额和可疑交易报告制度，堵塞电子银行业务洗钱漏洞。
(二建立和完善反洗钱监管信息共享机制。在人民银行内部，建立信息共享平台，有效整合人民银行内部支付结算、征信管理、外汇管理等部门反洗钱监管信息资源。在人民银行和被监管金融机构之间，建立信息传输和发布平台，进一步畅通人民银行与基层金融监管机构间反洗钱协调和沟通机制。
(三加强反洗钱队伍建设。建立完善基层反洗钱组织机构，在人民银行地市中心支行设立专门的机构，县支行至少应设一名反洗钱专职人员，以适应日益繁重的反洗钱监管工作。同时，因反洗钱工作检查、调查任务繁重，需要对涉及大量可疑交易线索进行分析和判断，应加强人民银行系统反洗钱工作人员的培训，提高从业人员的业务技能。
