每年的9月28日(国际聋人节为世界性的聋人节日。1957年，世界聋人联合会根据欧洲各国聋人组织的倡议，决定1958年9月28日为第一个国际聋人节，并规定以后每年9月的第四个星期日为国际聋人节。
我国于1955年加入世界聋人联合会，1958年8月12日，中华人民共和国内务部、教育部、卫生部、文化部、国家体委、团中央、全国妇联、全国总工会和中国聋哑人福利会等9个单位联合发出通知，要求各地庆祝这一节日。每年此日，中国各地都为当地聋人组织多种形式的庆祝活动，如聋人文艺演出、书画展览，以及球类、棋类、田径等体育比赛等，这对活跃聋人生活，促进社会理解、支持残疾人事业，发挥了很好的作用。
国际聋人体育联合会(International Sports Federation for the Deaf，简称ISFD成立于1924年，总部设在丹麦。主席是美国加勒德特学院的朱丹。其宗旨是：通过体育达到平等，并积极组织聋人的体育竞赛。每四年举办一次世界聋人运动会。到目前为止已举行了16届世界聋人运动会。
该联合会共有45个会员国，我国聋人体育协会是国际聋人体育联合会的正式会员。
