对于这个问题，我们应该怎么看？新事物的超常规发展，往往会暴露基础的薄弱。
媒体近日报道了多起破坏、霸占共享单车的新闻。从狂飙突进，到遭遇倒春寒，共享单车面临的尴尬警示我们：拥抱共享经济，我们可能还没有做好准备，特别是文化观念上的准备。
按照经济学家的解释，共享是指使用而非拥有，是在不改变物品所有权前提下的分享模式，其优点在于使资源获得最大限度的利用。这种模式与我国当前努力推行的创新、协调、绿色、开放、共享的发展理念恰相契合。顺应潮流又开风气之先的共享单车，自然而然地受媒体热炒、资本热捧，在短时间内取得了快速的发展。
新事物的超常规发展，往往会暴露基础的薄弱。共享单车频遭霸占、破坏的事实，就印证了这个道理。
首先，共享单车面临着制度支撑不足的尴尬。没有规矩不成方圆。共享单车要健康发展，离不开完善的内外部的制度支撑。从企业来说，共享单车运营公司要不断完善管理体系。比如，建立诚信用车的奖励机制和不当用车、无序停车的惩罚机制。从政府部门来说，对于适应发展趋势的新形式、新业态，应该扶持与规范并重，主动介入，制定规则，加强监管。对于扰乱道路秩序和城市管理秩序的乱停乱放问题，一方面要兼顾便民和城市管理两个方面利益，提供单车停放区域，另一方面，对于故意毁坏、窃取单车的行为，也要依法处罚，在维护企业利益的同时，放大警示效应。客观说，从媒体反映情况来看，这两方面做得都不够。
其次，共享单车面临着观念文化基础不牢的尴尬。大爷大妈将共享单车圈起来收看管费，孩子肆意破坏单车，这可能不单单是个别人私德缺失、私欲作祟的问题，而是反映出我们在公民素养和公德教育上还有薄弱环节。共享是使用而非拥有，共享的前提是对他人权利的承认和尊重。权利意识和诚信意识，是共享经济得以充分发展的观念根基，法治文化和诚信文化是共享经济繁荣发展的文化土壤。如果忽视了思想文化的土壤培育，共享经济的发展就会成为沙上建塔，共享单车的单兵推进就会夭折。这才是应对共享单车发展难题最需要直面的问题。
面对突出的新问题，不仅仅是提供国民个人素质这么简单，更关注到政府监管、社会监督等其他方面。今日关注的重点不仅仅只是共享单车这一新事物，日后与共享经济相关的其他新事物都会层出不穷。

事实上，共享单车的好处，自然无需赘言。一则，方便了市民出行，解决了短途交通的不便问题。二则，绿色环保，健康低碳。颜色醒目的`共享单车，在路权均衡的城市，简直是现代文明的一道风景。三则，朝阳产业，创新引领。APP加持的共享单车，在互联网+新技术的引领下，开启了产业竞发的另一片蓝海。有数据显示，到去年底，我国共享单车企业已超过20家，车辆达数百万辆，用户总数接近1900万人。眼下，来自中国的“小黄车”甚至已经漂洋过海，出现在了美国硅 谷等街头。这引得《金融时报》等国际媒体撰文称，中国的共享单车是全球创新的典范，也是最新向外输出的成功案例。
顶层设计叫好、市场也很叫座，但就是这样的共享单车，在一些城市却成了谁都要咬一口的唐僧肉。
这样的尴尬，当然要话分两头来说：一方面，单车运营方的防范技术亟待升级，指望市民自觉来扞卫共享单车的完好无虞，这显然有点过于单纯。GPS定位等技术，也许比抽象的人性考验更值得信任。另一方面，它也确实反映了城市文明在局部“微循环”中的沉疴与积弊。共享经济模式翻新，与技术文明和人文精神难舍彼 此。如果各自为私，有缺乏公益与公共的边界，共享经济再好，恐怕都会被找到“薅羊毛”的漏洞。
对于共享单车运营方来说，面对居高不下的被盗率、损毁率，是该想想技术性的办法：既让单车更强大、更结实，也让单车时刻处于轨迹监控之下。不能因为运营成本和硬件成本的掣肘，而放任共享单车处于粗放发展的阶段。于此而言，花钱打补贴战、广告战，不如真金白银“武装”好每一辆共享单车。
当然，就像旅游中的不文明现象一样，泛道德的指责，有时可能不如黑名单更速效。
私自改装或侵占共享单车，这哪里是什么道德文明问题呢?这是赤裸裸的违法犯罪。不爱护共享单车的，可以道德教化;将单车据为己有的，警察叔叔就该及时出手了。共享单车“风吹雨打”的命运，更多的，还是指向制度呵护与管理的缺位。如果没人问没人管，养眼的单车就成了福利洼地——这是放之四海而皆准的朴素道理。
在这个问题上，我们既希望地方部门为创新的共享单车营造良好运营环境——比如深圳市交通、城管、交警等部门选取了一批轨道站点及常规公交站点，按照标准规范设置自行车停放区;上海市也将出台相关意见，试图及早解决车辆标准、区域分布、违停处理等问题;更希望运营方与地方执法部门能严肃偷盗 损毁共享单车行为的惩戒与责罚——起码《治安管理处罚法》等要及时为共享单车的平安畅行兜底撑腰。
治霾又治堵的共享单车，要骑稳骑好，看来还要各方真下功夫、多下功夫。
