在合肥的发展历程中，广大正三轮车主尤其是残疾人车主起早摸黑，风餐露宿，十分辛劳，在一定程度上方便了市民出行，缓解了公共交通压力。与此同时，正三轮车非法营运管理上的薄弱，给车主及广大市民的`人身安全和身心健康带了许多不利影响，有的甚至造成了人身伤亡的严重后果，与省会城市的地位和形象很不相称。
