1.1教育模式相对落后。虽然我国已经实施素质教育很多年了，但实际上主要还是应试教育。当前虽然大多数的小学教师及领导都认识到素质教育是关系到青少年各方面健康成长的重要因素，也知道竞争激烈的社会需要的是高素质的人才，而素质教育是培养高素质人才的一种有效办法。所以他们都想从学生的素质教育抓起。但到现在，很多的学校只有口号却没有具体的实施。没有具体的教育内容和方法以及考核方法，所以导致各学校的教师及领导无法进行实施操作。大部分的学校的素质教育只能摸索进行；而没有考核的标准，便不能对学生的学习结果进行正确的评价。这些现状导致了，想抓素质教育的学校领导和教师，也因茫无头绪而无法进行素质教育；本来就不被重视的素质教育的学校领导和教师，因无约束力，自然不会去进行素质教育。而应试教育在我国的实施时间之长早已深入人心，人们的思想观念仍然未脱离应试教育，素质教育仍没有得到大多数的人所认可。
1.2经济发展水平的地方差异导致各地区的教育发展水平不均衡。改革开放的政策是从沿海往内地发展，先富带动后富，从而导致了我国各地方的发展极不均衡。东部沿海地区的人口相对密集，经济发达，民族相对单一，各种教育基础设备完善，而西部地区的经济发展滞后，地形多样复杂，而且民族复杂，所以导致了教育发展的落后，在我国的贫困人口2500万人中，大部分分布在西部地区。而随着西部大开发战略的实施，发展西部地区的教育也变得势在必得。
1.3家庭教育跟不上学校教育，存在缺陷和隐患。从改革开放实行计划生育政策以来，我国家庭成员的结构跟七十年代相比，独生子女占据了很大的比例，并且由于经济的发展和居民生活水平的提高，很多家庭的孩子娇生惯养，衣来伸手，饭来张口的，体会不到生活的艰辛，从而导致生活中不能自理。造成这种现象的原因，主要在于父母的教育，而不在于孩子自身。父母对孩子的爱是无法否认的，但爱表达方式的科学性和正确性就不得不考虑。同时还有许多的问题也不可忽略，例如父母双亲高节奏的工作习惯，与孩子缺少交流引起的自闭症；或以金钱、物质利益来刺激孩子的学习和上进心。这些都可能为以后孩子的健康成长埋下不安全的生活陷患。

2.4加强家庭和学校的联系，掌握好学生具体情况和状态。学校在提高教学质量，改进教学模式的同时也需要与学生的家长进行密切联系和配合。由于现代社会生活水平和质量的提高，小学生入学普遍提前，很多地方的小学生出现了早熟的现象，加上现代社会的复杂多样的变化，从而导致城市中的许多小学生也在一定程度上成为了社会快速发展负面影响的受害者。目前的一些城市中，下岗职工子女，进城务工的子女在接受教育时存在很多的客观方面的差异而影响着学校的教学质量，而且现代高节奏的城市生活现状，使很多许多父母没有时间关心和照顾子女，导致了许多学生沉溺于网络游戏，痴迷于街头地摊上的低级粗俗的知识，如各类色情、暴力的小说和一些卡通动画等。很多小学生因为没人关心患有一定程度的自闭症等心理疾病，这些为孩子以后步入社会埋下了极为严重的隐患。
