小寒与大寒、小暑、大暑及处暑一样，都是表示气温冷暖变化的节气。《月令七十二候集解》中说“月初寒尚小……月半则大矣”，就是说，在黄河流域，当时大寒是比小寒冷的。又由于小寒还处于“二九”的最后几天里，小寒过几天后，才进入“三九”，并且冬季的小寒正好与夏季的小暑相对应，所以称为小寒。位于小寒节气之后的大寒，处于“四九夜眠如露宿”的“四九”也是很冷的，并且冬季的`大寒恰好与夏季的大暑相对应，所以称为大寒。
小寒的特点是天渐寒，尚未大冷。隆冬“三九”也基本上处于本节气内，因此有“小寒胜大寒”之说。这是因为在上一个节令冬至时，地表得到太阳光、热最少，但还有土壤深层的热量补充，所以还不是全年最冷的时候。等到冬至过后，也是到“三九”前后，土壤深层的热量也消耗殆尽，尽管得到太阳光、热稍有增加，仍入不敷出，于是便出现全年的最低温度。
