1、国内工程项目管理现状
1.1、管理模式
目前我国的工程项目管理模式主要分为具体的几种：业主自行管理模式、业主委托承包商建设模式、PMC 模式。三种模式在具体的实施上存在较大的差距。业主自行管理模式是施工方直接签订好合同，业主组成相关的机构来对工程项目进行直接的管理。此方法起步较早，发展的也比较完善，在我国是比较普遍的一种管理模式；业主委托承包商建设模式是指总承包商按照实际的合同约定，对工程项目中的各个不同阶段的工程进行管理，并且在其中进行管理的主要方是具有一定承包能力的大型承包工程公司；PMC 模式是承包商代表业主对工程项目进行全方位、全过程的项目管理，并且在这一过程中，通过具有一定工程经验的国际型工程公司对工程项目的具体设计、采购以及施工情况。运行的'过程进行项目管理，从而将工程项目的成本降到最小化[1]。
1.2、我国工程项目管理的特点
我国从上世界九十年代起，工程项目管理模式就已经初步形成，并且发展至今。通过工程管理情况来看，目前我国的工程项目管理具有比较明显的特点。首先来看，我国的工程管理项目是在构建以工程项目为出发点的管理方式，并且实际上通过工程项目的管理与工程建设管理方式相结合，在促进我国的工程项目管理水平与实际情况上有着重要的现实意义[2]。在工程项目管理中，实际的管理是与建筑市场建设相互融合的，并且我国的工程项目管理也是在相对稳定的建筑市场中发展起来的，并且在这一方面以工程项目市场为基础，通过构建项目法人代表以及承包单位、监管单位的工程项目管理模式逐渐形成了项目法人的责任制、监管值、招标制、合同管理制的工程项目管理体系制度；成为了一门相对独立的工程项目管理学科理论体系，为我国的整体工程项目管理提供一定的理论支持。
1.3、国内工程项目发展现状
我国目前的工程项目发展现状并不十分理想，存在着多个方面的不稳定因素。首先来看，我国的工程项目管理制度还存在极大的不完善的地方。我国现有工程管理制度规范为工程项目管理的法制化与科学化提供了有效的依据，可这之间在法律制度上仍有不完善的地方，并且我国的项目管理模式以及项目管理实践水平也急需提升。我国目前的工程项目管理模式多参照外国的管理模式，缺少自身的特色，并且与我国的项目工程管理实践没有结合的紧密，整体的工程管理体系存在很多不完善的地方，在此方面仍需要加强[3]。我国在工程项目国力上的专业型人才也处于不足的状态，在工程项目管理上对管理的类别要求也较高，需要大量的专业型人才以及全面型人才。目前我国具备管理大型工程项目的人才有限，建筑师的定位与行业间存在极大的差距，并且随着项目工程的不断发展，对外的工程项目也在逐渐增加，因此我国在此方面的专业型人才正处于极度紧缺的情况。因此，相关的工程管理部门也需要提高对工程项目管理人才培养的重视程度，保证我国用人上的需求能够被满足。并且在我国的项目投资效益上也需要有一定的提升。从当前的工程项目管路情况来看，目前的体制与市场情况存在较大的差距，因此也受到了极大程度的市场限制，导致工程整体管理水平出现较多的漏洞。因此在这样的影响之下，需要我国的相关工程管理部门进行市场行为规范，并且通过多种办法加强对项目的管理水平。
2、国际国内工程项目管理的对比
2.1、管理体系对比
工程项目管理出现的实践较早，对工程项目的具体实施也能起到一定的规范作用，并且此后工程项目管理也主要应用于建筑、国防、航天等相关的功能工程当中。国际的工程项目管理的起步较早，领先于我国国内水平。在西方，工程项目管理的体系比较完善，水平上也相对成熟，并且在工程项目上也设置了比较完整的管理机构对工程项目管理进行制约。
与国际市场相比，我国的管理体系存在严重的不健全的地方，也缺少比较有效的管理机构，相关的管理部门缺少有效的管理手段，对各个不同阶段的管理需求不能做到最大程度的满足，并且相关的部门对实际的工程项目管理缺少一定的规范，市场承包机制也极为不健全，多数的企业与工程承包组织的衔接做的也不够细致[4]。
2.2、工程项目管理程序及其机制
国外的工程项目管理程序清晰明确，并且在各个分项目的准备工作上做的也比较细致，也采用了比较先进的计算机管理系统介入整个工程项目的管理。我国在工程项目的管理程序以及管理机制上做的还不到位，也国际的整体水平没有接轨，缺少先进的管理理念，与先进的人研究机构合作较少，也没有相应的创新手段，难以形成具有自身特点的技术优势。
3、我国工程项目管理改进的措施
我国在工程项目管理上应当做到与国际接轨，在管理方法上要做到有所创新，通过具体的目标进行项目管理，并要有相关的理论原则进行指导，使整个管理过程规范[5]。在具体的工程项目管理过程中，应当综合影响工程项目的多方面因素，以合理的工程项目市场情况为依据，对工程项目的管理情况以及外部环境影响因素进行分析，采取合理的措施将工程项目管理体系构建的相对完善，并在工程项目中融入科学化的管理手段，使之与市场相结合。并且也需要加强我国对国际条款的学习力度，保证跨国项目的顺利实施。
与此同时也需要提高我国工程项目管理的风险意识，对工程项目中存在的风险进行及时有效的评估分析，发现问题及时改进，确保工程项目管理的高效化，也将对我国的整体工程项目有着重要的意义。项目管理同样也需要人才的介入。应当提高工程项目管理人才的实践技能，组建一支素质过硬的专业型人才队伍。在队伍中需要对其进行法律意识以及管理理念的灌输，在实际的项目管理过程中能够做出自身的决策，熟悉国际国内工程项目管理的情况，从而保证我国的工程管理质量。
4、总结
综上所述，为我国在工程项目管理上应当多汲取国际的先进经验，缩小之间的差距，使我国在工程管理上尽早与国际接轨，将会在极大程度上带动我国的工程事业的发展，增强我国的综合国力。
