（一）加强对社会群众爱护人民币的宣传
一是人民银行应充分的利用广播、电视、网络、报纸等媒体以及宣传栏、宣传册等手段、将宣传活动深入到社区、农村、学校、繁华商业区以及企业、扩大宣传覆盖面、做到无盲区、无角、通过开展宣传教育活动提高公众的法律意识、自觉地使公民养成珍惜爱护人民币的习惯、为社会营造一个爱护人民币的良好氛围。二是商业银行应加强对爱护人民币的宣传、利用网点众多的优势、将宣传深入基层、深入群众、切实提高他们自觉意识、减少残损币流通。
（二）加强对商业银行的监督管理
一是商业银行要结合当地货币流通市场的'状况和自身业务水平的大小、制定残损人民币回笼计划、按计划按指标完成残损人民币回笼任务。二是要组织商业银行的清分人员认真学习《不宜流通人民币兑换标准》、准确的把握残损人民币的挑剔标准、杜绝商业银行对外支付不宜流通人民币。三是要求商业银行加大对偏远地区、尤其是农村地区完整券的供给力度、加强对农村地区的货币兑换、减少农村地区不宜流通货币存量水平。四是人民银行要有计划地对辖区银行机构残损人民币、假币的收缴、人民币主辅币搭配供给进行调查检查、针对在检查中发现不执行有关制度的金融机构、人民银行要依据《中华人民共和国人民币管理条例》、《中国人民银行假币收缴、鉴定管理办法》给予通报、对情节严重给予处罚。
（三）加强现代支付手段推广应用
一是积极加大非现金结算方式的推广和运用、这对于减少发行基金发行量、减少发行基金的回笼难度、提高流通人民币的整洁水平具有重要的意义。商业银行应充分发挥窗口宣传作用、提高对非现金支付工具认识。大力发展手机银行、微信银行等新型移动支付、对非现金结算给予优惠倾斜、提高用卡频率、持卡消费率、商户普及率、减少现金收付行为和社会现金流通量。二是人民银行应认真履行对现金支付的监管职能、杜绝不合理支现行为、给非现金支付结算行为提供强有力的保障、为非现金支付行为营造一个良好的金融生态环境。
（四）加速对无库县人民币流通管理的再定位
一是有条件的无库县支行、要按照经济发展的客观需求、研究恢复发行库、完善货币发行功能。二是无库县支行要积极主动作为、承担与上下级、兄弟行的协调沟通、及时解决辖内人民币流通问题。

特别是学校刚修建不久的景色水池，水又清澈又干净，几条小锦鲤鱼在水里活蹦乱跳的，真可爱。水池小瀑布上面还有一个小型喷水器，一开动水就顺墙面潺潺而流，给人一种非常清新活泼的感觉。水池旁边还用了一些我一时也说不上来的植物装饰，水中还有几朵紫色的小莲花，小鱼儿一会在水上活动，一会又钻到莲花下躲藏人们的眼光。虽然这个水池没什么特别，可是它不但给学校增添春色和动感，而且又是一处好看的景色，我真喜欢这个喷水池。池正中，有许多水生植物。瞧，一条欢蹦乱跳的大鲤鱼翘着尾嗜，挺着胸脯，那一片片鱼鳞，在阳光下忽闪，忽闪，真像一颗晶莹的珍珠哩!水池旁有一个专门管理水池的管理处，以前管理处旁还有一些关于水池的的书买呢，不可惜现在已经搬走了。
?水池旁有一圈专门来装饰水池的鲜花，每天。学生们迎着朝阳到学校，一进大门就能看到这个美丽的这个水池，可见这水池挺受学生们的欢迎，刚建好的时候学生一到学校都会上来参观，即使过了很久，还有学生来参观景色水池。其实他们都是来看那些游动着的生命——鲤鱼的。可是自从鲤鱼后，就没学生过来看了，其实我也很难过，好端端的小生命一个个就没了。
哦，我想起来了，水池旁边还有两个麒麟头，在它们的嘴里会喷出小水柱，我多么希望快快在水里增加几条有活力的生命啊!这样学校的水池才更有趣，也更给校园增添风光，这样的喷水池也有它无比神奇的色彩哦!
