很多人说起以前河涌的容貌，都不禁感慨起现在。为什么？因为现在，在我们每天上学，上班都必经的路上让捂鼻而过，看了黑漆漆河面上浮起的脏物，泡沫反胃，又成是浮萍覆盖了半条河的壮观景观的河流。谁敢说去河边走走或者去河边洗个脚吧。这实在让大家都不舒服，还让这座灯光闪烁的城市煞风景了。
导致这种丑貌的原因之一——附近工厂违章排放工业污水。无可置疑工厂的兴建为大家生产日需用品，但这些厂家偷排工业废水至河涌甚至沙井的情况却给我们带来了不安。
之所以厂家如此猖狂。从自身来讲，他们的环保意识不够高，而且只希望发大财把生产过后的工污水，一点处理措施都不需要走，一辆车，一条大管，一个洞口，很快不花一分钱污水就处理至河里了。有一些人更“聪明”，成立这么一种公司，专门为公厂找地方倾倒污水，一次收费大致两之三万左右。这竟也可以成为一种行业，实在不可思议！如果都把他们比作人犯。那么，前者是亲自出面亲自动刀但不花成本的，后者是雇了手挽住名誉的。其实，他们都是扼河涌美貌的.凶手罢了。
面对这种令人咬牙切齿的行为，我们当然不能坐以待毙。以下是几点提议
首先地方政府可以出台相关政策。一旦查处这些违规行为，勒令厂家立即停止排放，并且予从处罚。必须要让惩罚高于成本，甚至可以是成本的好几倍。之所以要惩得重，就是要给乱排放污水的工厂一个警示，并且让那些专门做此种恶劣的职业的公司倒闭。
环保部门是这方面工作的核心，因此作为我区的环保部门，更应该积极履行好职责，予以高度的重视。例如：对于这种恶劣现象，我们环保部门要及时地发现，或通过定期对企业进行抽查发现，如情况属于违规的，通知执法部门对工厂进行查封，勒令其在规定时间内整改。就可以减少现象的出现以及给那些仍在偷偷违法的工厂鸡儆猴的作用。
我们还可以发挥广大群众的力量，鼓励我区市民对周边工厂此种违规行为打电话，写信，或者登陆官方网站大胆举报。使得整治工作又多了线索，有利打击工作的开展，为政府工作提供了很大的帮助。
现在是通讯时代。什么大事小事，我们只要一打开电视机或上网就可以知晓。这中间，传媒起了一个重要的作用。我们又可以有效利用传媒的力量，在电视节目或报纸上报道某厂违章排放工业废水受到的惩罚，执法部门是如何发现和处罚这种行为等的新闻。不仅令市民对环保理念有进一步扩展，促进市民帮助政府的工作，还在市民心目中树立起政府作风正派，一心为民的良好形象。
最后，最重要的是厂方自身。我区的宣传部门可以通过到相关企业宣传环保知识的方式提高他们的环保竟识，使他们明白污染了水源，对自己，他人，环境造成的重大危害。提倡先处理后排放，尽量减少对河涌的伤害，这是杜绝污染源头的重要举措。
同是一个屋檐下的人，不是应该互助互爱，融欲相处么？既然如此，就让我们充当美容师为我区的环境整整容吧。
