随着中国经济的持续向好，更多的人具有了旅游消费能力，景区接待能力有限与旅客增长无限的矛盾将不可调和，最后不是景区本身遭遇损坏，就是游客花了更多的钱，却得不到应有的服务和预期的旅游体验。在这种情况下，即便景区门票不涨价，旅游的性价比也将急剧下降。既然如此，仅就“一分钱，一分货”的公平交易而论，如果涨价能调剂需求，通过减少游客总量，让支付更高价格的游客获得更好的旅游体验，那也不失为一个有效而且合理的解决方案。至于收入不高的人员，按照过去的门票价格可以游玩三个景点，涨价之后只能游玩一个景点了，那首先也是因为过去人少，三个景点都有接待的余量，而现在只有一个景点还有接待能力：在景区已达能力极限的时候，合理的办法到底是通过涨价减少游客数量，还是通过保持价格稳定，听任游客自然增加，还是通过财政埋单刺激游客进一步暴涨，具备常识的人都清楚应该如何回答。
反过来，如果坚持景区公益性，又希望限制人数，避免景区压力过大，那只有一个办法，就是由政府对门票实行配给。具体来说，可以或者采取以家庭或个人为单位，一定时间段内，分配若干张；或者简单报名摇号，就像北京限购汽车，市民苦等命运的眷顾。问题是不需个人付费的配给和摇号，难以避免那些本身不想旅游或者不想到特定景点旅游的国人，也抱着“不要白不要”的心态，参加摇号或者接受配给，转手又把拿到的低价甚至免费门票，拿去市场上倒卖，最后的结果仍然是有钱人通过黑市买卖，多支付成本之后，获得了多次、多地的旅游机会，而低收入家庭因为只能坐等命运眷顾，三个景点仍然只去了一个景点，甚至一个景点也没去成，因为见门票抢手，宁可拿去黑市交易，换了钱买其他更急需的物品或服务。仅就实现“作为基本福利的旅游享受”而论，他们最后并没有得到更多的机会，甚至失去了原本还可能利用的机会。
旅游=“基本福利”？
说白了，市场经济归根结底就是价值规律加上供求关系，前者是根本的，但会受到后者的极大扭曲。在景区具有价值，接待能力又有限，供不应求的状况难以改变甚至还将加剧的情况下，除非在景区门票配给制和摇号制之外，再比照香港最近限购奶粉离港将予以处罚的办法，规定凡有价转让门票者将严惩不贷，确保一切潜在交易者不敢轻举妄动，否则就不可能消除景区不涨价，黑市买卖仍会抬高价格的现实。更为荒诞的是，如果政府管制真的取得了实效，“不拿白不拿”的低收入者拿了也不敢转让，只得放弃，最后造成景区人数不足，接待能力空放，岂非更加事与愿违？
中国搞市场经济多年，但国人中仍有不少人对市场在资源配置中的优先地位之由来，半是清楚，半是模糊，只要有一丝机会，就希望废弃市场化的方式，而另寻他途。其背后的价值观驱动就是不分需求性质，片面强调公平性或公益性：在还有相当多的人处于刚刚达到温饱的当下，旅游怎么就成了需要国家埋单的“基本福利”？旅游市场供应的服务怎么就成了“公共物品”？需要投入，讲究产出效益的景区怎么就成了“公益场合”？到底是低收入群体渴望消费升级换代，也能到此一游，还是包括一些媒体从业者在内的中等收入群体利用话语权，想少花钱多玩几个地方？在今天中国，拥有话语权的群体借弱势群体的名义，为符合其自身利益的主张争取道义上的合法性，是一项屡屡奏效的策略。

面对黄金周，各旅游景点“涨”声一片，他们的理由都很冠冕堂皇——如果是“世遗”景点，“保护”是最硬气的理由；不是“世遗”景点的，则以“黄金周期间工作量增加，管理成本上升”为理由。当然，尽管骨子里的潜在理由都是“供求规律”之类的利益诉求，但是拿出来听证的理由，则绝对只能是前两种。
作为“世遗”景点，“保护”的理由虽然硬气，但“保护”的规划是什么？是否已得到批准立项？从门票涨价中计划集资多少？门票涨价的钱到底能有多少真正用于“保护”？用于“保护”的钱又是怎么花的？……这样一路问下来，“保护”的理由未必经得住推敲。更何况，纳税人所纳之税，本身就应该用于“世遗”保护这样的开支项目，再通过门票涨价来集资，实际上是让纳税人重复掏钱，这样的理由其实未必硬气。
再说非“世遗”景点的所谓“黄金周期间工作量增加，管理成本上升”。我们应该关注的，是园林企业的管理成本是怎么上升的，该不该上升这么多，这同样不该是一本算不清的糊涂账。我们只要想想，一个本该履行保护职责的圆明园管理处，职工总数却有1700多，人这么多，管理成本怎么能不高？黄金周里工作量增加这不假，但是增加的工作量，是不是足以作为门票提价的理由，这实在令人怀疑。
