(一融资平台面临转型，融资支撑力度减弱
西安高新区采用开发区与行政区并行模式，管委会作为市政府的派出机构，根据《西安市开发区条例》和政府授权，行使市级经济管理权限和部分行政职能，对园区实行统一管理,西安高新控股有限公司等公司作为政府性融资平台主要为高新区基础设施建设进行融资。而《关于加强地方政府性债务管理的意见》等文件出台后，严格规范政府性融资政策的着力点更多指向政府融资平台的融资行为，随着平台公司公益性、准公益性资产和债务剥离，融资平台业务发展面临转型，其对高新区显性或隐性的融资支撑力度将会大大减弱。同时，企业将面临来自政府和市场的双重压力，正常融资和运营活动将可能出现诸多不确定风险，融资前景不容乐观，对支撑高新区基础设施建设可能带来影响。
(二信货创新力度不强，融资渠道有待拓展
银行信货作为配置资金资源的主要手段，对于有效满足企业融资需求、促进经济快速发展具有重要意义，但由于信货激励机制不完善、商业银行创新动力不足等因素影响，银行信货融资主渠道作用未能有效发挥。银行的〃盈利性、安全性、流动性〃特性与高新区科技企业的"高投入、高风险、高收益〃特征存在结构性矛盾，银行经营对信货风险实行严格的追责制度,加之高新区对商业银行信货激励机制的不完善，致使商业银行信货投放积极性不高。同时，虽然金融机构在信货产品创新方面取得一定成绩，但信货产品、信货服务模式等方面的创新力度仍显不足，存在产品规模较小、品种不足等问题。如知识产权质押货款配套机制问题，软件外包货款、文化创意货款等新型融资产品明显不多，需要不断提高金融创新能力，探索开发多样化的信货产品。
(三创业投资观念滞后、企业中早期发展资金缺乏
创业投资对于高新区的科技企业具有风险分散、产业培育、完善公司治理机制、降低交易成本、促进要素集成等一系列作用。从全国比较来看，西安高新区创业投资基金在规模和种类等方面，与北京中关村、武汉东湖、上海张江等自主创新示范区存在明显差距。西安高新区创业投资机构主要是外地机构，在资本市场整合资源的能力等方面具有本地创业投资企业无法比拟优势，而本地创业投资企业大多是政府或中小民营企业发起设立，缺乏与资本市场对接的通道。在投资项目及阶段上，比较成熟的企业交易
获得投资，处于成长阶段的企业获得融资支持则比较困难。而西安高新区众多的中小企业资金需求压力最大的阶段却在早、中期，可以说，对于轻资产的科技型中小企业，这个阶段是否能够获得创业投资是决定企业能否健康发展的关键。但创业投资机构出于企业成长风险、收益等因素考虑，在企业发展的早中期介入不够。
(四资本市场融资进展较慢，中小企业债券融资困难
一是西安高新区资本市场融资进展相对较慢，在上市企业数量及融资额等方面步伐不快。截至目前，西安高新区境内外上市上柜企业为72家，仅占中关村上市企业数的33.3°%。二是西安高新区在中小板、创业板、新三板融资中，仅有那些产品成熟、市场前景广阔的高科技企业及少数中小企业能够争取上市筹资，大多数的小微企业则无法通过资本市场进行融资。三是首次公开发行股票或"新三板"挂牌要求主体应当是依法设立且合法存续的股份有限公司。而西安高新区后备上市企业还存在公司治理结构不完善、财务制度不规范等问题，有的甚至存在公司资金被控股股东、实际控制人以借款、代偿债务或者其他方式占用的情形，直接影响企业上市融资进度。四是债券融资是企业外部融资的重要途径，在提高金融资产流动性等方面具有股权融资不可替代的作用。但西安高新区债券融资中，大型企业占比较高，近三年大型企业债券融资占比高达九成以上，中小企业较难通过债券进行融资。

It is shocking to notice that extreme violence has occurred with frequency on campus in recent years, home and abroad.
In November this year, a college student from a prestigious university stabbed to death a professor who was preparing for his teaching. In the US a deadly shooting by a Korean American college student resulted in 33 classmates’ death. These tragedies seem to be unimaginable when college students are regarded as the elite of the society. Some people claim that the higher education do not improve moralities of those college students. Others believe that college students are fragile in their internal minds. These opinions do make sense when we take the overloaded pressure imposed on college students into consideration. While there is no way to rid totally the world of such violence, it is more important to take measures to avoid those occurrences.
Among those solutions, psychological aid is one. If psychological consulting had been resorted to, those tragedies should have happened with less possibility.

Our campus is beautiful and clean.
Especially the view of the school just built soon pool, the water is clear and clean, several small koi fish alive in the water, really cute. 我们的'校园又美丽又干净。
特别是学校刚修建不久的景色水池，水又清澈又干净，几条小锦鲤鱼在水里活蹦乱跳的，真可爱。水池小瀑布上面还有一个小型喷水器，一开动水就顺墙面潺潺而流，给人一种非常清新活泼的感觉。水池旁边还用了一些我一时也说不上来的植物装饰，水中还有几朵紫色的小莲花，小鱼儿一会在水上活动，一会又钻到莲花下躲藏人们的眼光。虽然这个水池没什么特别，可是它不但给学校增添春色和动感，而且又是一处好看的景色，我真喜欢这个喷水池。池正中，有许多水生植物。瞧，一条欢蹦乱跳的大鲤鱼翘着尾嗜，挺着胸脯，那一片片鱼鳞，在阳光下忽闪，忽闪，真像一颗晶莹的珍珠哩!水池旁有一个专门管理水池的管理处，以前管理处旁还有一些关于水池的的书买呢，不可惜现在已经搬走了。
?水池旁有一圈专门来装饰水池的鲜花，每天。学生们迎着朝阳到学校，一进大门就能看到这个美丽的这个水池，可见这水池挺受学生们的欢迎，刚建好的时候学生一到学校都会上来参观，即使过了很久，还有学生来参观景色水池。其实他们都是来看那些游动着的生命——鲤鱼的。可是自从鲤鱼后，就没学生过来看了，其实我也很难过，好端端的小生命一个个就没了。
哦，我想起来了，水池旁边还有两个麒麟头，在它们的嘴里会喷出小水柱，我多么希望快快在水里增加几条有活力的生命啊!这样学校的水池才更有趣，也更给校园增添风光，这样的喷水池也有它无比神奇的色彩哦!
